The National Marine Fisheries Service (NMFS), is under the Department of Commerce and the Office of Inspector General (OIG). Todd J. Zinser, the Inspector General, was investigated by Congress for wrongdoing. On March 31, 2015, The House of Representatives Committee on Science, Space and Technology asked President Obama to fire Zinser. Problems start at the top.
